Buttons and Links Not Working

Some of my buttons and links just seem to be not working here are some
examples:
-In user accounts, my change account name and type are not working. I click
on them and NOTHING appears...
-In the internet, I went to change my hompage so i went to the drop down
menu and clicked on add or change hompage and NOTHING again.

THere are more and I'm new to vista. I got it yesterday and struggling.
Please help!
