I can't add a new user account

    I can't add a new user account

    I'm running Vista Home Premium, and I'm the sole user, so my account is
    administrator. When I go to user accounts to manage another user account to
    add, nothing happens. No error message, no bottlenecking mouse circle,
    nothing. Can anyone help. I just want to add a new standard user. Thanks.
