Access denied to services.msc and mycomputer manage


Hello,
I am a windows vista home premium user.

I am unable to access eventvwr,services.msc, computer managment and
some options in adminstrative tools under control. I am an admin on the
machine.

I tried netplwiz and can see that I am the administrator user and I
also tried adding another user as admin from here and tried logging with
that account but no luck.

Despite this I am able to install any new software and able to use it.
I need acces to eventvwr and also computer management.

I am not sure what could be wrong. Can somebody help on this.

Run a System File Checker (SFC) with premium options to clarify any any
corrupted system files you havee
Click Start>All Programs> Accessories
right click on the Command Prompt.choose the Security Tab and opt "Run
as Administrator"
Next click on Command Prompt Type SFC /Scannow.which can possibly scan
and fix any corrupted operating system files.

When you try run any snapin (for example services.msc) do you have any error messages for example "access denied" ,"this tool has been disabled by admin" or "path not found you may not have enough permissions" or any other?If yes what exactly is error messages?Do you have the same problem in safe mode?
