I am running VISTA Home Premium and have encountered the following: I have
installed a couple of different programs and have later decided to remove
them from Control-Panel "add/remove programs", Even though I am the
administrator (no one else uses this computer), I get a pop up which tells
me they cannot be removed, "See your system administrator" - I AM THE SYSTEM
ADMINISTRATOR! Any help would be appreciated.

Is this where Right Mouse Click on the command or menu item and
selecting Run as Administrator does its thing?

There should be a screen somewhere that asks you to sign in as the
Administer, so try doing that before you do anything else...it might help.
