Are update and install reboots still required?

One of the things that has annoyed me since day 1 has been the need to reboot
the computer after updates or new software installation

Does Vista perpetuate this?

If it does, perhaps the designers need to go back to school.

Vista makes it so that you have to reboot less often, but occasionally you
do.

Vista looks at what files need to be replaced during an update and if they
are in use, it unloads it (if it can) replaces it, then reloads it to avoid
the restart.
