Documents and Settings was a folder in XP, in Vista it's a symbolic link and
cannot be opened. It is provided only for backwards compatibility for
programs/software/installers looking for it. You want to look in the Users
folder for what you seek.

RE: Why can't I access some folders in explorer ?

Folders such as Documents and Settings are in fact links to the new place
that Vista stores things so you cannot actually access them directly, even as
administrator. The links are there so that software that was written for
earlier versions of Windows will still work.

You need to learn the new locations and go straight to them.
