I'm using Vista Ultimate OS on a new Dell workstation. I have set the screen
saver to turn on after 5 minutes and have checked "On resume, display logon
screen", however it does not function. I'm the only user established on the
PC. Any ideas?

The screen saver does not work when you use a Microsoft wireless pointing device on a Windows Vista-based computer:
