new user account

When I create a new user account all I get when I log into it is a series of
popups saying 'windows cannot open this file' and when I click cancel on
them all . My desktop has gone a funny colour and there are no icons except
small blank pages and the file name and .lnk. the only icon I have is the
recycle bin. Even when I go to start and try to open a program I get an error
message saying windows cannot open this file. My other user accounts work
fine it is just when I try to create a new one. Help!
