Vista - Windows Vista Welcome Screen

Hey there,

Is there any way to open the run dialog box or the command line (cmd.exe) at
Windows Vista Welcome Screen before you login into any user?

I knew this was possible but i forgot how to do it. Could someone please
tell me?

That would be a big giant security hole would it not?
