Vista - User Accounts can't be set to Administrator

Hi,
I have five user accounts, all set as adminstrator for trusted family
members. However, Windows Backup repeatedly denies me access to access my
backup drive (it is not included in the backup files).
So, I checked my account setting and noticed that, even though
"Administrator" appears next to my name, my account is selected as a Standard
User. When I try to change the radio button to "Administrator," the "Change
Account Type" button is grayed out. This also happens for all user accounts
on this computer (Vista Home Premium).
I would sincerely appreciate any advice that you may offer to help fix this
problem. Also, is my backup problem related to my user account problem? If
not, could you please offer any suggestions?

Go to Start and type cmd.exe and press Enter. This will open a command
prompt window.

Type:

net user

Press Enter.

This will give you list of all user accounts on the system. Next, type:

net user <account name>

Press Enter.

Where <account name> is one of the accounts that were shown after the first
command.

Repeat this command for each of the accounts shown in step one.

After this is complete, click the icon on the top/left corner of the command
window and go to Edit and click Select All. Press the Enter key. This will
copy everything on the screen to the clipboard.

Paste the results in a reply to this message.

Everything appears to be normal. According to the net user command everyone
is an administrator except the Guest account which is the way it should be.

When you go to Control Panel/User Accounts and click the 'Change account
type' option, the only possible choice will be automatically select. In
other words, if you are already an administrator, then the Standard User
option will be selected. If you try to select the Administrator option, then
the 'Change account type' button will be unavailable, because the account is
already an administrator.

About the problem with the backup drive, is this an external USB drive
or...?
Can any of the other accounts access this drive?
Do you get any error messages?
Are you accessing the drive in Windows Explorer or does this only happen
from within the backup program?

Thanks again for your help. I came to the same conclusion about the user
level interface after I ran your net user command. I was initially somewhat
concerned about a possible virus, although Norton Antivirus says I'm good to
go...
Regarding the backup, I have three physical hard drives. C and D are
internal, while I is a portable USB hard drive. I'm attempting to back up C
and D to the I drive. I have also attempted to back up C (only) to the D
drive. On either occasion, I get the message "Access is denied.
(Ox80070005). What's weird is that I can fully access all hard drives in
every other way (through My Computer, for example). All other users can
access all drives, as well. These drives are also shared and fully
accessable on our home network.
I did delete a previous backup (on the D drive) around a week ago in an
effort to conserve disk space. Do you think that this could be related to
the problem?

This error (0x80070005) is difficult to track down, since it's a very basic
"access denied" error message that can be associated with any program or
component. What I found was a couple of references to the error when using
the backup program in Vista.

File Backup fails with the following error:
Access is denied. (0x80070005)
This error occurs because the recovery partition is enabled for File Backup
or System Restore and is almost full. To work around this, do not select D:\
as a backup source. Also, go to System Protection in Control Panel and make
sure that D:\ is not enabled for restore points.

The only other possible solution I found was from a user on these groups.

He was getting the same exact error message, trying to use an external USB
drive. He reported that when he change the USB port for the drive, all of
the errors disappeared.

If neither of these fixes work, you might want to try looking in the Event
Viewer (Administrative Tools/Event Viewer) and look under Custom
Views/Administrative Events for any "!" or "X" error messages that coincide
with the time you last tried the backup on that drive.

If you do find an event, double click the event to open it, click the Copy
Button at the bottom of the dialog and paste the results back here in a
reply.

subsequent checks of this rule continually detect change where nothing has
changed on the local system.

Once the Guest account has been activated at least once, the
timestamp becomes static and represents the time of the first activation.

This has been observed on Windows XP SP2, Windows 2003 SP1 and
2003 SP2.

Now, with my purpose, the command line above will not show
'Password last set' and 'Password changable' fields...Can u support me to
resolve this problem soon??
