Permission denied to the admin from saving/reading any dowloaded f

I have a brand New dell Inspiron with Vista Premium Installed. At first i was
able to download and save whatever i want on my computer; now UAC is not
allowing to even read or save a downloaded word file in any directory on my
computer. I am the one and only user of this machine. I am the administrator.
Why can't i even stuff on my destop?
