uac and downloads - avoiding separate installations for each accou

i need to separately install a program (for example, apple quicktime) for
each uac account. is it possible to install the program so that it applies to
all uac accounts - (for example, would installation in the public folder
effect the desired result? would this solution have negative consequences?)

This is a function of the way the installation program is designed. Most
newer install programs are designed with a multi-user operating system in
mind. For those that are not, you don't have a lot of choices except to
install from within each user account.
