File error message with windows vista

keep getting this error message:
"c\windows\system32\msxml3.dll\ is either not designed to run on windows
or it contains an error. Try installing the program again using the
original installation media or contact your system administrator." Is anyone
familiar with this, and how do I fix it?

Try re-registering the file msxml3.dll:

1. Run Command Prompt with elevated
2. type:
regsvr32 msxml3.dll

See if this works...
