Does anyone know if it's safe to delete this folder and associated
sub-folders?

You must not delete this folder, it is a system folder.

But you can delete the huge index files that are inside it, Vista will
recreate them at the first reboot. I had to because it was the only
way to properly defragment the system drive due to lack of space, and
I got rid of the indexing too.
