cant turn off - permission request

every time i try to open a file - this permission request opens and i cant
open - it say i do not have permission. and this my cpu and i am listed as
admistrator, does anyone know how to turn this **** off, Please help me ,
before i go crazy and throw this cpu at the WALL!!!!!!!!!!!!!!111

Hi, relax. Here are 2 methods : -
1.) right click on the file, click Run As Administrator. Click on the file again, click open. If it works, you don't need method 2. But ----
2.) use the link below and activate Take Ownership. Right click on the file, click Take Ownership, click the file again, click open.
