Vista - can't get my programs to uninstall

hi ive just started using vist and here is my problem.
i uninstalled a program and then reinstalled it but now it comes up with 2
copies.
when i try to uninstall (remove) the second copy it tells me that this
option is only for installed programs

i have removed all aspects of the program (or so it would seem) , so it isnt
on the programs list.
but as soon as i download the program again both the new and old program
show up.

can anyone help,

Seriously, if this only happens with the one program you should be
contacting its tech support. At the very least, if you post back with the
name of the software perhaps someone reading this thread will recognize it
and know the answer.

If you do post back, also include some information about your computer;
i.e., is it new, laptop/desktop/, OEM (Dell, HP, etc.) or home-built, etc.
so we have some idea of where to start troubleshooting.

did you clean your registry? If not the computer thinks it's still there
