No new folders

i am unable to make a new folder on my desktop and in my documents, if i right click on my desktop it just doesnt appear on the list like normal, in my documents the option is there but it does nothing when its clicked on. its only happened in the past few days and i dont understand why, i have tried most things i can think of and now i have run out of ideas...please help
