How can I delete "$WINDOWS.~Q" ?

Hey, im having a problem deleting this folder. It gives me the message "This is no longer in C:\" but its still there. I did the extended Disc Cleanup but it didn't delete it. Any solutions?

First try to take ownership for files....and try Diskclean up or
deleting manually.
