Forgotten folder settings

Last time I checked, this was a long term bug that Microsoft couldn't fix.
I'm hoping that's changed by now because it's driving me crazy.

No matter how I set a folder (view, layout, sort by) within a few startups
it gets set some other random way. This is worse with Vista because it
takes so much to select the Navigation Pane (instead of just clicking the
Folders button]. I downloaded a utility for resetting folders but that's
worse than useless because it doesn't necessarily reset them to what I
want.

Why can't Microsoft get this little thing right? It certainly doesn't
inspire confidence.
