The only SendTo folder I can find on my C drive is in my "Windows.old"
directory. I would think there is one in my Vista installation somewhere,
correct?
A secondary question is What is windows.old and how do I get rid of it?

C:\Users\(Login)\AppData\Roaming\Microsoft\Windows\SendTo
Windows Old contains remnants of your previous OS. If you don't want
anything in there, you can remove it via Disk Cleanup.
Start - Computer - right-click on C: - Properties - Disk Cleanup
