Unable to associate file types to custom application

I bought a new computer a couple of weeks ago with Windows Vista. A problem
that's occured quite a few times is that I am unable to associate a file type
to an application that doesn't show up in the dialog.

For instance:
1 - I right click on the file and choose "open with" / "choose default
program"
2 - The program I want to use does not show in the "Recommended programs",
so I hit the + sign to expand the "Other programs" list.
3 - It's not there either, so I click the "Browse" button and locate the
program I want to use.
4 - When returning, the program still doesn't show in any of the lists!

This looks like a bug to me ...
