Window scrolls the right or left instead of up and down

Whenever I'm going through a long list of files and I'm using my arrow keys,
sometimes the window will scroll to the right or the left even though I'm
using my up and down arrow keys on my keyboard. I know to always first click
on a file then initiate the scrolling, but sometimes it works like it should
and sometimes it doesn't. It does it when I'm in the "View > List" viewing
mode for files. It's weird because I push down, it goes to the right, I push
down again, and it goes to the left, showing me the list that I was viewing,
and the highlighted file that is selected is the one that should be selected
(after pushing down twice from the previous file that was highlighted). Is
this a little bug that needs tweaking? I'm running Vista Home Premium

Depends on what view you are using - details always scroll up and down, lists
WILL scroll left and right if the vertical height of the window cannot hold all
items in a single column.

That is strange and something I hadn't noticed before?

It appears that it has something to do with the Properties/Customize/Use
this folder type as a template, setting for the folder.

You might try switching to a different template in that folder and applying
that setting. Then go back and switch to the template you want to use and
see if this makes a difference. If this is a parent folder with a lot of sub
folders where you want the same behavior, select the Also apply this
template to all subfolders option.

Check in Organize/Folder and Search Options/View Tab to make sure that you
have the "Remember each folders view settings" option checked.

Mike is right. List view scrolls left and right because the names are
alphabetized into columns that fit within the height of the window. There is
no vertical scroll bar in List view.
