You could try this. Move the contents of your Downloads folder to a
temporary New Folder (except the desktop.ini file, should it exist). Then
delete the Downloads folder. Then type "shell:downloads" (without quotation
marks) in the Start Search box of the Start Menu, and press Enter on your
keyboard. A new Downloads folder will be created, with the appropriate
(hidden,system) desktop.ini file inside it, giving the folder the default
blue/green folder icon. You can then move your items back to the new
Downloads folder from the temporary New Folder, and then delete New Folder.
