Vista - Problem moving folders - this is a bug!

There is a problem moving folders where the folder already exists at the
destination, and you have to do it twice.

Please consider the following steps.
1. Open Windows Explorer (e.g. the Start Menu)
2. Move a folder to another folder (e.g. PaintShop Pro to Graphics folder) -
Note that in this example there is an existing sub folder inside Graphics
called PaintShop Pro
3. Windows Vista displays message saying folder already exists and you have
to click OK to continue
4. Windows Vista then displays a message asking whether you want to replace
the files in the folder (etc) with the option to click a check box to do this
for the other conflicts - click on the replace option
5. Windows moves the files (i.e. using this example, the ones in the
PaintShop Pro folder) BUT does not move the PaintShop Pro folder
6. You now have to move the (now empty) folder to the same destination -
this time the folder moves
Note that User Account Control is switched off which is why I haven't
mentioned the UAC messages that would otherwise also have been displayed.

I consider this a bug. If you select to move a folder and the files
contained in it, you shouldn't have to do it twice.

Any thoughts or suggestions?

I have the exact same problem in Windows Vista Enterprise.

Furthermore, Sometimes it stops in the middle of the move process without
moving all the files and/or folders and it's still taking too long to move
the files even after the Vista update.

Good question. For me, if I try to move a folder to a destination that
already contains the folder with the same name that I want to merge both the
folder and it's contents.

Interestingly, Vista offers an additional option to merge the source folder
if this folder is at the same level as the target.

Please consider the following:

1) Start Menu/DivX to Start Menu/Development Tools/DivX

2) Start Menu/Development Tools/DivX to Start Menu/Graphics/DivX

In example 1 you get the scenario outlined below. In example 2, Vista offers
an additional option (message) after moving the files, to merge the folder
(DivX) - BUT, it stil leaves the now empty folder in it's original location.
