Vista - Dotted box around icons and anything please help I need to fix thi

Ok I have a dotted box around an icon I click and then un-click off screen.
How do I get that to stop?
The dotted thing is around anything right now. i have Windows Vista Home
prem. please help. Here is a small picture of what i'm dealing with

acting up seems when I try to go to my favorties it flashes the list and
takes me like 3 times for it to stay up. Sam with a lot of applications. Then
my net pops up after I minamize it. I installed or tried to Adobe shockwave
player 10.2 Can vista have shockwave player? My mouse has been messing up
also like when I'm trying to click in between to letters to add another one
in it hightlights the whole word. We installed our Lexmark series 1200 a
couple days also cause they have a new cd to install it with could the
printer have aything to do with this???
