Someone I know has different games (published by microsoft) on their windows
than I do. Why is that? I noticed on the Vista website that there are four
new games. I only have one of them. Am I supposed to have all four?

Different versions of Vista have different games pre-installed.
What version of Vista do you have? and can you remember any of the games
that person has that you don't?

Probably.
Go to Start - Control Panel - Programs & Features
on the far Left, click on "Turn Windows features on or off"
click on the "+" in front of Games
see if all games are checked
