Have you tried using ATI's drivers on their website? They're two weeks
newer than the ones included with RC1. I haven't tried Civ4 with RC1 yet,
but I didn't have any issues on previous builds (other than having to run it
in a window).

I did indeed get the latest vista drivers from ATI's website.
