No, likely not. It is a Vista Ultimate extra. When you pay $399 for an
operating system you had better get something that the less expensive
versions do not have.

Vista Ultimate Only... hence the name Ultimate Extra's

Sorry but that was laid out months ago of what OS would get the extra's
