Vista - Can't run games.directx problem

hi all
i m using windows vista ultimate and i can't run any games such as
oblivion,need for speed carbon and fear combat.
i have a message telling me that the file directx9c_27c.dll is missing.
my computer is a dell dimension 4700 with the following config:
intel pentium 4HT 3.2ghz
1Gb of ram
Ati radeon x700

can you please help to fix this problem.

Have you tried installing DirectX9?

ive sent the details to microsoft

i already posted the fix i made, and you cant install 9.0 or any version
below 10 on vista

You don't installed DX9.0c, You install the runtime update. It's updated
every quarter and games like FEAR and BF2142 will install it, when you
install the games.

I hope this isn't the fix of searching the internet for a lone file and copy
it in. Why not just installed the DX9 update, the way it was meant to work.
