Having problems downloading skype

Hello,
For some reason I keep getting an error when I try to download skype. it
says that the temporary internet file/skype setup...........is not a valid
win32 system application and won't allow me to complete the download or open
the program. I even tried to save it directly to my computer and it still
doesn't allow it. Any suggestions please!!!!! Thanks

Are you at home or someplace else? If someplace else they might have
it blocked. Skype uses alot of internet bandwidth and in a business it
can drain resources from other users.

Make sure you are downloading version 3.5.0.239 which is the one that is
known to be compatible with Vista.

i get the same notice and it won't let me install the program. on skype
forum someone said to do this:

Download/Installation problems

Please reboot and purge the following folders

C:Temp or
C:Tmp if available
C:WindowsTemp
C:WindowsPrefetch
Your Download Folder (desktop?)
at least delete manually downloaded Skype-setup-file
Recycle bin
reboot
download latest Skype setup file again
but now download to a different location than last time. Do not use
default location
Install Skype to a different location than last time with a different
name
Do NOT use default name, use "Skype2" for example.

--- i didn't understand what "purging" the folders means. i am guessing
reboot means restart the computer but how can u reboot a program
(without rebooting the computer)

i have also erased uncusuccessfully downloaded skype install program
and saved it with some other name like it said in the instructions, but
it doesn't help. i have windows xp 2002 so it should be compatible, this
is my laptop at home.

what is the problem here?
