Vista - Flickering or Wavering Cursor

I'm having trouble with a flickering or bouncing cursor, as is a
friend who bought a laptop from the same company but a different
model.

It's not the jumping thing. (If you're reading this looking for a
solution, look in Control Panel and turn off your touchpad, or "{ }
Turn off touchpad when USB mouse is present."

My problem is the blue circle flickering/wavering/quivering.
Sometimes this happens, I think maybe after waking up, but I'm not
sure if that's true in all cases. I've tried re-installing drivers on
Vista and my Logitech mouse but no go.

Anybody having the same problem?
