Exchange should be installed on a member server, not a DC. SBS in NOT Exchange server, so your argument does not apply. Exchange Server requires Windows Servers Active Directory to provides core functionality. If you run a server at a Company where people have to log onto a Domain, the users are created, stored and managed in AD. So, Exchange Server utilizes that to create the mail stores for the users within it.
