My desktop is blue...

My desktop for windows vista used to have one of the pics with me and my dog,
now its been blue for awhile. I try to pick a different picture but it wont
change, then i go into desktop backgrounds to try and select a picture and it
says "this feature has been disabled". Does anyone know how i can fix it?

Try doing a System Restore in Safe Mode before you started experiencing this
problem.
