Problems With Vista - Error Going into Control Panel / Properties

Help!

One of my PC's here at home with Vista is having this problem - When I try
to open the control panel or right click on computer and chose properties, I
get this message:

WINDOWS CANNOT ACCESS THE SPECIFIED DEVICE, PATH OR FILE. YOU MAY NOT HAVE
THE APPROPRIATE PERMISSIONS TO ACCESS THE ITEM.

This only happens on Administrator accounts on this PC and not the normal
user accounts and happens on most boot ups but not all. Beyond a total reload
of VISTA, any suggestions?

Any Antivirus installed? I had a similar problem with Windows Live OneCare a
few weeks ago and had to uninstall it. This could possibly be a virus, could
try booting into Safe Mode and run a System Scan to check for any viruses.
Have you installed any programs that might be interfering with System
priviledges?

I do have OneCare but on two other PC's with no problems at all. I really
don't want to use another program, so maybe a uninstall and reinstall will do
the trick.

Wait, before you go about the uninstall, make sure you do it in Diagnostics
Mode. Open Run Command (Windows key + R) > type in MSCONFIG > Ok > on the
'General' (tab) > select 'Diagnostics' > click OK > click OK to restart the
system when prompted.

When you are in Diagnostics proceed with the uninstall of OneCare. When you
are done, Open Run Command again (Windows key + R) > type in MSCONFIG > Ok >
on the 'General' (tab) > this time select 'Normal mode' > click OK > click
OK to restart the system when prompted.

Well, I did it (uninstall) and reinstalled even with OneCare 2.0 and it still
has the same issue...and at random...on most boot ups, it will happen but now
and then it is fine...I am going to do one more clean install.
