Vista's Firewall and Malware protection

My Firewall and Malware protection turns off randomly. I have OneCare
installed and thought that was the problem. I re-installed OneCare and it did
not correct the problem. I ran tune-up and still have this problem. I
remember I had to tell Vista that OneCare, not Defender, is my primary
Firewall, anti-virus, etc. monitoring software.

OneCare depends on Defender as its Anti-Spyware solution.

I was thinking that too. Now I notice after restarting my system, Defender is
turned off.
