I don't know about creating a shortcut to the display properties page, or about setting a "pre-determined jpg" file (which would require changing the predetermined file anyway, negating the one-click option).
But what you can to is right-click on the thumbnail of whatever picture you want to use, and then select "Set as Desktop Background" from the context menu. This will work from both Windows Explorer and Windows Photo Gallery.
