Vista - UAC causing explorer.exe to use 100% cpu

UAC causing explorer.exe to use 100% cpu

I have the 64bit and 32bit installed but the 64bit can not run UAC without
using 90 to 100% CPU.
I reinstalled and it was the same without installing anything other than the
O/S.
I can turn UAC off and cpu usage goes back to normal.
i don't have this problem in the 32 bit
i did try and download 64bit again but that didn't help
Any idea's ?
