System Restore Failure

I have a Dell Desktop and all of a sudden my Office 2007 Word program starts
giving me problems. Its starts out with not allowing me to use my mouse on a
document. Second, it no longer has the numerous templates to select from in
the menu that I use all the time. Now it wont even let me download a document
from my email account in order to view it.
Action: I tried all the updates and nothing worked. I resorted to
uninstalling and reinstalling office entirely even though Word was the only
application that was not functioning properly. That did not solve the
problem.
Second, I tried to restore twice with two different points and was
unsuccessful.
Could it be something with my Norton Antivirus??
The only thing now to do is either try another point like when I bought that
computer which was about 10 months ago, and/or reinstall Vista.
What is the best plan of attack?????

Disable norton and retry download of word document.
