Vista sidebar cannot open, managed by system admin.??

I have a problem with opening the Vista sidebar in Vista home premium, when I
try to open, a popup appears saying that Windows Sidebar is managed by your
system administrator, I already took full control in the advanced security
section but so far it doesn't work.., Please help..
