Windows is not responding

Yesterday, my PC start acting weird. I cannot open Control Panel, Windows
Exploer and Restored Service. I use Vista CD and successfully restored to
week eariler. It is the same. I do get LogonUI.exe - Bad image. The
wstapi32.dll is not designed to run on the windows or is has error. I cannot
even attach an USB drive. It cannot load the device driver. I donot mind to
reinstall the PC but I have lots of files I need to copy them. Without
Window explorer or other alternatives I have no way of copying the files.
Also, I donot have the access to external drive since it will not allow me to
add it. I tried it in safe mode, it is the same. I need BIG
HELP...................

THANKS>
