Vista - Select language and keyboard

A new computer that has vista business installed.
When you try to start to use this computer, It let you choose the language
and the keyboard from the comboboxes.
Can you choose any one from the comboboxes?

The vista business is English version.
When I tried to start to use this computer, I selected Chinese as the
language
Then the computer got error, and never works again.
I do not know if it was because this computer had hardware problem, or It
was because I selected the wrong language.
Anyway, If It do not allow to select some other languages than the language
of
English.It should disable these other languages
