Vista - Why are pgm created files, NOT shown in flder dir.?

Why are pgm created files, NOT shown in flder dir.?

Many fles created in a pgm; are not displayed, when Exploring, the flders.

How do you 'clk & drag' it, from the main flder to a sub-flder.
