New major help with Vista Ultimate 32 and Adobe Elements 6.0

Just got a new hard drive the other day so I formated, re-installed Vista
Ultimate 32.

I installed a few other things patches, drivers, a few games then I
installed Aobe Photoshop Elements 6.0 Everytime I'd run it nothing would
happen I could see it listed in the task manager but the program would never
start. Eventually I came across this error - Error "Licensing for this
product has stopped working" which lead me to

this knowledge base article. After trying many of the items with no succes
(by the way I had no flexnet directories in the applcation data (hidden
folders). I decided to just do a clean install again and install Elements
before anything else.

Much to my surprise I had the same issue, clicked on the icon and nothing
happens the program is still listed in the task manager. Then I copied the
program to my C: drive and installed from there, same issue.

Next I downloaded the 30 day trial and installed it, it worked fine, so I
uninstalled it reinstalled from the DVD, and same issue.

Checking the application event log the only odd things I noticed where these
but I'm not sure what they mean.

Activation context generation failed for "C:\Program Files\Adobe\Photoshop
Elements 6.0\Photoshop Elements 6.0.exe". Dependent Assembly
Microsoft.VC80.CRT,processorArchitecture="x86",publicKeyToken="1fc8b3b9a1e18e3b",type="win32",version="8.0.50727.762"
could not be found. Please use sxstrace.exe for detailed diagnosis.

I see it 4 times in a row during the time period when Adobe was installed.

I'd appreciate any help anyone has.

P.S. It was working on my Computer prior to the reformat/reinstall on the
new HD.
