Vista reinstalled then "configuring upgrades" and stays there for

I have just reinstalled Vista. Now I get a « configuring updates » after the
first screen when Vista boots and there it stays. I read somewhere that this
will happen if two languages are installed and it may take a hour or so to
update. Several days on I am beginning to question what is happening. Can
anyone out there help?
