screen saver and power settings being ignored

Okay, I first noticed my screen saver not working around Xmas day, but
recently I've realized the power settings are also being ignored and my HP
Pavilion dv9600 laptop with Vista Home Premium never goes to sleep or turns
off the monitor even though they are set to do so. The screen savers all
work if you preview them from the settings panel, but they never actually
turn on when my machine is idle.

All this was working - not sure when it actually quit, but haven't been able
to figure out how to fix it. Any suggestions?
