I am having the exact same issue, although mine started last year some time.
I get multiple entries every day that state as the activity: Application
Configuration Change. The list contains every application install or update
that has been done on my computer so far, and many have multiple entries.
This shows up even though i haven't installed anything or changed anything.
Based on another post, I deleted the activity logs for the monitor, but all
that did was to erase past entries. New entries after the deletion point
still show everything that has been installed on the computer over and over.

I hope someone figures this out because it renders the monitor useless as a
tool to investigate issues.
