    My touch pad's scrolling function

ceased to function for some reason. Neither does my pad's upper right corner
respond. My mouse functions just as it should.

I have added a new user account recently. Any connection?

No, there should be no connection. Does the issue happen in all user
accounts? If no, adjust the touchpad properties (from Control Panel) in
the particular account where the touchpad doesn't work. If yes, try
reinstalling the touchpad drivers. Get them from the laptop mftr.'s
website for your specific model laptop.

If none of that works (and of course you'll have checked to make sure
the touchpad hasn't been deactivated - refer to your laptop's manual to
see how that can happen), then contact the laptop mftr.'s tech support
    for repair/replacement.
