Start Menu

I cannot drag the restart button in the main menu. I mean Resrart button is
inside the submenu and I want to drag it next to Shut down button.

How can I do this ?

You can't. That button, currently in Shut Down setting, I assume, can either
be Sleep, Hibernate or Shutdown. You cannot have both side-by-side. That's
assuming I understand your question correctly.
