Vista - semi-locked

semi-locked

I have only one profile on the 3 month old laptop. I start to log in and it
says "locked" under my profile. I click on my profile and I go to my desktop
without entering a password. The computer is wifi and does not pick up a
signal from the router. Also I can not install any software, change windows
settings or open Norton Anti-Virus. I click on task manager and click on
processes and it appears that almost everything is labeled "disabled". I
tried a system restore and windows wont let me. How do I correct this issue?

If you can't open norton, it must be corrupted(when isn't it!!).
Also, norton wil interfere with system restore.

Uninstall Norton, and install Avast.
Avast is a low user of your resources, and very good anti-virus

Uninstall Norton Anti-Virus and see if that helps.

Does it matter that norton has been functioning for 2 months without a problem?
