I simply insert the license key during the install process and then activate online immediately after the install. I have never had any problems and the install has always worked perfectly, usually taking 15 to 20 minutes. The online activation has always been successful and immediate. I have never had to install the OS twice, using the license key during the second install. I don't know why other people must install twice. But, as I stated previously, I can't speak for others.
